State Cost Share Programs

The Person Soil & Water Conservation District administers State cost share programs offered through the Division of Soil & Water Conservation. Funding is limited and applicants must meet certain eligibility requirements.

North Carolina Agriculture Cost-Share Program - ACSP

The North Carolina Agricultural Cost Share Program helps address nonpoint source pollution by providing technical and financial resources through a voluntary, incentive-based program designed to improve water quality through the installation of various best management practices (BMPs) on agricultural lands directly involved with agriculture production.

Common BMPs:

  • Grassed waterways
  • Field borders
  • Cropland conversion
  • Livestock exclusion fencing
  • Livestock watering facilities

Agricultural Water Resources Assistance Program - AgWRAP

This program is available to assist agricultural landowners and operators who want to increase water use efficiency, availability and storage of water for agricultural purposes and to implement best management practices (BMPs) to conserve and protect water resources. Local funding is limited; however, larger projects may be applied for on a regional level.

Common BMPs:

  • Agricultural wells
  • Pond sediment removal

Community Conservation Assistance Program - CCAP

This is a voluntary, incentive-based program designed to improve water quality through the installation of various best management practices on urban, suburban and rural lands not directly involved with agriculture production. Eligible landowners may include homeowners, businesses, schools, parks and publicly owned lands.  These funds are limited and allocated on a regional level.

Streamflow Rehabilitation Assistance Program - StRAP

This program provides funding for projects that help reduce flooding, restores streams, and protects the integrity of drainage infrastructures across North Carolina’s waterways.

Projects eligible for StRAP funding include:

  • Vegetative debris removal (including beaver dam removal)
  • Instream sediment removal
  • Streambank stabilization
  • Stream restoration

Person County StRAP projects will focus on vegetative debris removal that will prevent future flooding, restore streams, and reduce the risks to life and property. Agricultural lands may take priority.

Federal Programs

Natural Resources Conservation Services (NRCS) offers voluntary programs to eligible landowners and agricultural producers to provide financial and technical assistance to help manage natural resources in a sustainable manner.
